Add PHPStan guidelines #147

First, thank you for all your hard work @ashleyhindle. Boost is awesome!
Would it be possible to add PHPStan guidelines? I assume this means the PHPStan docs would need to be vectorized and included in the other documentation that's housed within the Boost API for docs. It would be super cool to have agents aware of more modern PHPStan practices and give them custom guidelines for projects using it.
