DOC: Improve text color in dark mode for tutorial navigation buttons

Documentation problem

In dark mode, the text within the tutorial navigation boxes under "Intro to pandas" has low contrast against the background, making it difficult to read.

Suggested fix for documentation

Lighten the font color to #CED6DD which matches the color of other texts in dark mode.

If possible, I would like to take this issue myself. I'm new to open source, please let me know if there is any suggestion or guidance!

@yuting1008 Thanks for raising the issue. This appears to be a duplicate of #60041 and #60024. The issue addressed by #61379, but since that PR was merged into main and not backported to 2.3.x, it’s still not working in dark mode on 2.3.0.

You can confirm the fix works by switching the documentation version to dev instead of 2.3.0:
