New Translations Admins team for managing the `python-docs-*` repos.

In discussion with @hugovk, we agreed it would be useful to have a GH team to help manage the python-docs-* repositories. This is prompted by cases like https://discuss.python.org/t/transifex-translations-are-currently-broken/101884/14, where it would be useful to be able to perform maintenence rollbacks across all of the translations repos at once. The goal of having a team is to reduce the burden on infrastructure staff, so we can 'self-serve' more actions.

The initial members of @python/translation-admins are @JulienPalard, @hugovk, and myself. Happy to add any other core devs.

@python/organization-owners, please could you add "Admin" permissions for the @python/translation-admins team for the 16 python-docs-* repos?

I recommend the team name be @python/translation it is shorter, easier to remember and call.

I was keeping shorter names free for future use, my expectation is that pinging @python/translation-admins shouldn't be frequently needed, it's only for things affecting multiple translations etc, as local translation co-ordinators should have admin permissions in the relevant repos already. I also took inspiration from @python/organisation-owners, making the purpose of the team explicit in its name.
