Finally, his permissions will be both Level1Role and AllRole

Thanks for reaching out, @bbhxwl.

This behavior is by design. If you want to prevent the CommonExportLibraryApi class from requiring the AllRole role, then the ManageCommon class should have its [Authorize] attribute removed, and roles should be listed completely in the subclass.
